Fragmentación espacial estrategias de supervivencia y organizacion cooperativa el caso del asentamiento nuevo amanecer

Resumen
Actualmente, numerosas ciudades de tamaño intermedio comienzan a presentar transformaciones que se evidencian en fragmentación espacial y segregación social; hechos que, habitualmente, se materializaban con mayor frecuencia en las grandes aglomeraciones urbanas. Ambos procesos se traducen en situaciones contrapuestas como la aparición de urbanizaciones cerradas, por parte de los sectores sociales con mejor condición social; como así también en complejos habitacionales suburbanos en donde conviven grupos de escasos recursos que, para poder acceder a la vivienda – y al terreno –, se transforman en ocupantes de terrenos fiscales.
En la ciudad de Santa Rosa (La Pampa), el asentamiento Nuevo Amanecer es un ejemplo de las tipologías habitacionales producto de la pobreza y la marginalidad urbana, y una muestra clara del avance de nuevas formas de ocupar y valorar el territorio en una ciudad de tamaño intermedio. Dicho lugar es un complejo habitacional de condiciones precarias, ubicado en las áreas suburbanas de la capital provincial, donde un grupo de familias vive y trabaja realizando actividades en hornos de ladrillos y recuperando distintos elementos del relleno sanitario contiguo.
Así, para las familias que habitan el barrio, el suelo se convierte en un recurso clave a la hora de planear “estrategias de supervivencia” relacionadas con la generación de empleo, la construcción de una vivienda, la reproducción de un modo de vida o la misma socialización al interior del asentamiento. Todo ello contribuye a que la concepción de valor que los nuevos ocupantes le otorgan al territorio en donde viven, presente la particularidad de estar desligada de las lógicas del mercado inmobiliario y del rol del Estado como ejecutor de políticas habitacionales, favoreciendo así la concepción de un “valor de supervivencia”.
Un componente adicional, lo constituye la organización de los trabajadores y la conformación de una cooperativa de trabajo para operar en la gestión de los residuos sólidos urbanos en su eslabón final. En este sentido, la creciente politicidad del grupo permite generar acciones colectivas de protesta para reivindicar sus derechos, y establecer un espacio de negociación con el Estado a fin de mejorar la situación laboral y residencial de las familias.
Del mismo modo, en este trabajo se analizan las formas de intervención del Municipio que, en lo que respecta a los servicios urbanos, sólo se limitan al aprovisionamiento de agua. Respecto al tratamiento de los residuos sólidos urbanos, la comuna se comprometió a darles prioridad a los trabajadores del asentamiento a la hora de ocupar los empleos que generará la futura planta de reciclado. De todas maneras, el accionar del Estado sobre la situación legal de tenencia, ocupación y usos del suelo presenta un carácter subsidiario, máxime cuando las tierras pertenecen al fisco y están emplazadas en un sitio desfavorable a la urbanización planificada.

SPACIAL FRAGMENTATION, SURVIVAL’S STRATEGIES AND COOPERATIVE ORGANIZATION: CASE STUDY: THE SETTLEMENT NEW DAWN
Abstract
At the moment, numerous cities of intermediate size benin to present transformations that demonstrate in space fragmentation and social segregation; facts that, habitually, were materializedmost frequently in the great urban agglomerations. Both processes are translated in situations opposed like the appearance of closed urbanizations, on the part ofthe social sectors with better social condition as well as suburban residential complexes where groups of limitedr esources coexist that, to be able to accede to the house -and the land-, they are transformed into fiscal landoccupants.
In the city of Santa Rosa La Pampa, the settlement “New Dawn” is an example of the residential typologies product of the poverty and the urban marginality, as thus also aclear sample of the advance of new forms to occupy and to value the territory in a city of intermediate size. This place is a residential complex of very precarious conditions, located in the suburban areas of the provincial capital, where a group of families lives and works in conditions of poverty, to carry out activities in brick furnaces and collecting different elements from the contiguous sanitary filling.
So, for the families who inhabit the district, the ground becomes a key resource at the time of planning “strategies of survival” related to the employment generation plans, the construction of a house, the reproduction of a way of life or the same socialization within the settlement. All this contributes to the conception of value that give the new occupants of the territory in which they live, present the peculiarity of being detached from the real estate market logic, the financial capital and the roll of the State like executor of residential policies, favoring therefore the conception of a “value of survival”.
An additional component is the workers’s organization and the conformation of the work cooperative to operate in the treatment of the urban solid residues in its final link of the chain. In this sense, the increasing politicization of the group allows to create protest collective actions to claim for their rights and establish a negotiation space with the State to improve the labour and living situation of the families.
In the same way, this paper examines the forms of intervention of the municipality, with respect to urban services, only limited to water supply.With respectthe treatment of urban solid waste, the municipality agreed to give priority to the settlement workers when fill the jobs that will generate future recycling plant. Of all ways, driving of the State on the legal situation of possession, occupation and uses of the ground presents a subsidiary character, especially when the earth belong to the state treasury and they are located in an unfavorable site to the planned urbanization.
